1973-1980
- After numerous development projects failed, the United States enacted the Foreign Assistance Act
- This act changed the "guiding priorities." AID was now to involve the poor in decision making, improve agricultural production, and factor in any economic, social, cultural, and environmental factors.
- AID then developed the "Social Soundness Guidelines" in 1975. This ensured that research of the local communities and people be carried out prior to development planning
- The Foreign Assistance Act & Social Soundness Guidelines encouraged involvement of anthropologists in development projects.
- Development of WHO and changes in PAHO(Pan American Health Organization), UNICEF(United Nations Childrens Fund), and FAO(Food and Agricultural Organization; more involvement of anthropologists
- Anthropologists began working for more private, non profit organizations and foundations that promote health initiatives
- Anthropologists involved with Save the Children, CARE, and Ford and Rockefellar Foundations
